[CLI] everestctl install should fallback to the default namespace in case its blank

Cli version

Now the default namespace in installation is everest

If the user does not enter any namespace, then the operators are installed in the everest namespace

Databases can then be created in the everest namespace

During the defect triad meeting, we agreed that the default namespace would be called everest.
