Use official percona-pgbouncer docker image

Description

Hi, we use our custom pgbouncer docker image with all the tools needed by the k8s operator.
The goal of this task is to use official percona-pgbouncer docker image. What should be done:

  1. add all needed dependencies into an official docker image

  2. move all our custom tools from “percona-docker” github repo into “percona-postgresql-operator” and copy them via init image.

please start by moving these files from percona-docker into repo and copy them via init container. Also, please make sure that we still use all these files in operator.

The second step will be to understand which additional changes/dependency should be added to our official pgbouncer image
