Add sleep-forever / Patroni pause.

Description

Our support team needs to have a way to stop database without container is restarted to perform maintenance. As we do in K8SPXC and K8SPSMDB, we need to introduce sleep-forever file.

Customers are waiting for this feature to keep the patroni in maintenance mode. Currently, if there is any maintenance work on the API server, Patroni is getting into trouble, which is affecting the availability of the PostgreSQL cluster.

I see that there is a previous ticket exits

I think this old ticket can be closed because implementing the feature in Operator itself is better.

In the regular Patroni cluster, We have the option to keep the Patroni in pause/maintenance mode. This facilitates emergency situations where manual intervention is required

This is an essential feature.

Currently Operator remove the cluster from maintenance mode automatically.
