Simplify monitoring RDS instances outside of PMM Server

User story:

As an SRE, I wish to be able to easily monitor RDS instances (using the rds_exporter) from outside of PMM. Whilst I should be able to do this now via the API  , my automation makes use of the PMM client tool.

Details:
There are scenarios where running the rds_exporter instances outside of PMM Server make sense, such as:

  • a desire to run PMM Server without access to AWS API; rds_exporter instances could run on a different server that has access, this could include PMM Server running outside of AWS

  • a desire to limit resource usage of PMM Server where large enough numbers of RDS instances should be monitored;
    with respects to HA deployments, limiting resource usage could mean being able to run more smaller PMM instances (lower cost) and to distribute rds_exporter instances as necessary, which should also need smaller instances as PMM Server is not bundled up with them.
