PMM doesnt respect timezone if set to UTC
Description
How to test
Please select timezone as UTC in QAN.
The time shown in the "tooltip" (blue band) will be changed from 'browser' timezone to UTC.

Verified on FB: https://github.com/Percona-Lab/pmm-submodules/pull/3201#issuecomment-1499558008
Now after selecting UTC timezone, user is able to see queries time in UTC timezone
After selecting any another timezone (except browser and UTC), user will see queries time in timezone selected before (browser or UTC timezone)
Issue found during testing this one: https://jira.percona.com/browse/PMM-11969
So, if user will select time range manually, switching to UTC may not work as expected.

@Mark Stephenson as of now, it is planned to include fix for UTC in 2.37. It doesn't fix the root cause, it fixes only UTC case.
I created https://jira.percona.com/browse/PMM-11959, I cannot guarantee that it will be fixed in 2.38, but I think it is quite realistic.
I'd suggest you watch this ticket.

Looking at PMM 2.26.0 - select timezone as UTC. In Query Analytics
the time shown in the "tooltip" (blue band) is that of my current time zone which is BST
Shouldnt PMM respect the timezone selected and so show this across any graph ?
