Create experimental docker image for percona toolkit

Description

There's a need to integrate pt-osc into some K8s operator as a sidecar that I'm working on. It would be nice to have Percona docker image with the latest builds. 


DoD:

  • percona-lab docker image with Percona toolkit inside 

  • as minimal as possible image to simplify usage in different use cases 

  • if possible  No root user usage 

  • compatible with k8s
