We have added a functionality for cross cluster replication to PSMDB/PXC and it is in tech preview right now.
But before it goes GA we need to add automatic test for it.

It is not needed to create clusters in different regions or anything like that, just two clusters in maybe different namespaces where one is managed and the other one unmanaged.
Then try to make some changes and also make the failover and check if the data is still available/same.
