Support Operator workflow when secrets are injected into the container via a mutating webhook.

Our current Operators relies on cluster secrets to reconcile from the secrets to the DB.

Flow is Cluster Secrets → Database Secrets → Internal Secrets.

However password injectors like Vault Agent Injector injects sensitive information directly into container.

Operator needs to support either the injection process like above or the regular process where secrets are managed.
