DEBUG_TESTS should be controllable with a build parameter

Currently all our jobs enable DEBUG_TESTS in a hardcoded way. I don't like this variable at all and don't want to use it in my builds. I understand that it has its own uses, so it can be enabled by default but I want to be able to control it with a parameter.
