Create orchestrator-client packages for rpm based distributions.

Description

Currently we only have orchestrator-client packages for apt based distributions. We need the equivalent packages for rpm based distributions.

These packages are generated in the original version, as you can see here:
https://github.com/openark/orchestrator/releases/tag/v3.2.6
