Update bundled OpenSSL 3.0 to 3.0.5 to fix a performance regression

Description

There are several bug reports that describe a performance regression in OpenSSL 3.0 that has been fixed in version 3.0.5:

We should review all artifacts we produce and that bundle shared libs (tarballs, container images, anything else?) and ensure that if OpenSSL 3.0 is included, it's updated to version 3.0.5.

Resolving this as "Won't fix" then, as we rely on the Linux OS vendors to resolve this via package updates of OpenSSL.
