Use 24h format

Description

so the 24h vs AM/PM is the problem ONLY with our US users... they consider 24h time format a "military time" that's why many software will format date and time according to your preferences so eventually we could store user preferences with others, for example maybe we will have more languages (probably not) etc. For now I would keep 24h time format everywhere and drop the AM/PM because it's easier for us and would be unified thru whole Everest.

This issue is only for the PITR option when we create a new database from a backup.
Now this works with the 24-hour format.

However, there is some strange behaviour when I manually modify the dates. They change automatically and do not remain static at the value I entered, even if it is within the range indicated by the warning,
