[CLI] Installation fails if 1.3.0 release cli is used to install 1.4.0

If the 1.3.0 release cli is used to install 1.4.0, then the installation fails

As requested by I also tested the case of using the FB version to install install an older version. Here are the results:

All testing was successful so I’m moving this ticket to Done.

Apparently 1.3 isn’t respecting this limit.

We can’t do anything about 1.3 or 1.4 versions of the CLI because they have already been released but we can ensure that 1.5 won’t be able to install 1.6 if a similar limit is set in 1.6 version service (cli: '>= 1.6.0')
