[UI] storage is (re)initializing error message displayed
Description
Tested with Everest v1.4.0-rc1 and 1.3.0 version.
Create a gke cluster and install only mongodb operator in one namespace.
Login in the UI and an error message storage is (re)initializing is displayed
Sometimes, this error is also displayed when creating a database
This error message is displayed for some time. It does not come every time, though it might come many times in a day. This error message wasn’t coming in previous releases 1.2.0.
Create a gke cluster. Install using cli in a1 namespace with all operators installed.
Login with admin user. After login, the error was displayed

I just realized that I completely mixed up the 2 issues. The fix introduced handles 409 errors and not 429 errors that cause this issue. So, we didn’t do anything to fix this ticket yet, moving it back to TODO.

I tested the following:
Installed all operators in the Everest namespace, and no error message was visible.
Installed just the MongoDB operator in the Everest namespace, and no error message was visible.
I created several storage backups and deleted two successively with no issues. I also tested the Related issues EVEREST-168
