Prevent duplicate IP/Netmask entries for external access in DB clusters

Currently, when enabling external access for a database cluster, either during cluster creation or after, it is possible to add multiple entries with the same IP and netmask. This can lead to redundant configurations, potential confusion, or unintended behavior in access control. We should check for repetition and prevent users from adding duplicate entries by showing an error message.
