[Operator] Manual storage scaling for PostgreSQL

Unlike PXC and PSMDB, the PG operator does not require you to set a spec.enableVolumeExpansionoption. This ticket is about making the following changes in the Everest operator:

• Do not allow expansion if not supported by storage class

• Add status info for failed volume expansion

• Add status for resizingVolumes
