The goal of this task is to add a condition in the API server that prevents changes to the storage size.
However, to support manual scaling, we will remove this condition for each DB engine type in their respective tickets:

Even though we will get rid of this check soon, setting it “by default“ allows us to develop and test this using 3 separate feature builds.
