As an Everest user
I want to be able to create a new DB from a specific backup from the DB cluster actions menu
So that I would have another access point to the restoration process
Note that after completing EVEREST-596, now there are 2 places to access the DB cluster actions menu, from the DB clusters list page and from the DB cluster details page.
As such, both action menus should have the "Recover" button depicted in the figma links below.

However, this story refers only to the "From backup" radial button and flow. The "From PITR" radial button and flow shall not be implemented in this story.
After completing this modal the users shall be taken to the database creation wizard with prefilled values just like implemented in EVEREST-255.
