[UI] PITR on by default for PG

Just show the text telling users that PITR is enabled by default and send it on as well to the API

If the user didn't enable a schedule in the previous backups page then the following message should be shown.

Hi , As per the design, there should be a message saying that the PITR is enabled by default for PG , but currently it is not there

This needs to be fixed as part of this issue [EVEREST-883] [UI] PITR for postgresql cannot be toggled to enabled/disabled as a limitation - Percona JIRA (atlassian.net)
