[research] Create a cluster without using pgbackrest

Description

I don't know if it's technically feasible but after talking with we decided to open a ticket to explore this further.

Right now, it's mandatory to define a backup strategy when creating a cluster. It would be great to be able to create a cluster without having to define a PVC or cloud credentials.
