Create documentation on how to create a DR cluster using streaming replication

Description

The documentation here says there are 3 methods to create a standby cluster for Disaster Recovery:

  1. pgBackrest repo based standby

  2. Streaming replication

  3. Combination of (1) and (2)

However it doesn’t give any instruction on how to create one using the option 2 - Streaming Replication, which is usually preferably over WAL archiving mode (option 1).
