Do not delete mongos services if cluster is in pause state

Description

Hi,

The operator should not delete services if the user sets pause for DB cluster.

Running cluster has the following services:


Cluster with pause: true:


As you can see Mongo's services were deleted. It is a bug. We need to fix it.
