SmartUpdate with arbiter doesn't work

Description

If we have arbiter in replica set and trigger SmartUpdate (eg. upgrade from 4.4.2-4 to 4.4.3-5 images), SmartUpdate will update the arbiter pod, but it will be updated in the loop and never continue with upgrading other pods in replica.
