Failed restore procedure leads to fake READY cluster status

images version: master-pxc8.0

During  testing I've came across the issue with reliable cluster status indication. Basically in case of failed data restoration process the cluster will be marked as ready with NO any pods active.

Here is STR
1. Create PXC cluster
2. Start the restore which will definitely fail (incorrect pvc sizing for example)
3. Remove failed pxc-restore object from kubernetes
Actual result: Cluster switches to READY state with no pods running.
