Create secret for system users even if 'secretsName' option is commented in CR

Description

Hi,

We have the issue now. If I comment 'secretsName' option in CR cluster can't start because operator can't get the default name for system users secret. If 'secretsName' option is commented operator should create secret like '<cluster_name>-secrets.
