Add missing info and verify functions for default principal key

Description

Add pg_tde_verify_default_key() and pg_tde_default_key_info() functions similar to those that we have for server and local keys.

How to document

Documentation included in PR

How to test

Check that functions mentioned above return valid information when default key configured and error otherwise.

These two functions are available now and basic functionality working fine.
