Phase 2 - Project Plan: design and architecture.

Based on previous research, come up with a project design for solving the issue of automatic core dump collection for PostgreSQL servers, maybe the solution can be applied to other kind of softwares as well, if it’s generic enough and doesn’t affect the main project goal focus on PostgreSQL.
