pg_stat_monitor: Add support for PG version 14

Description

Ensure that we are able to build pg_stat_monitor with PostgreSQL version 14 RC1 and GA when it's available.

Support for version 14 should only be considered complete if both "installcheck" and "installcheck-world" targets run to completion without any errors.
