One of the perl module/library (String::Util) that we use in TAP test cases, has a build failure and didn't get installed, eventually causing our TAP testcases to fail on all PG-Versions. We need to fix the failure or move to some other similar library.
DOD: TAP Test case are being executed and didn't complain about a missing perl module.
