Nightly builds of Percona Server for PostgreSQL

Description

Given our development process, we need to have nightly builds for Percona Server for PostgreSQL and pg_tde.

We already do have the nightly builds of pg_tde so I would like to request the same for Percona Server for PostgreSQL.

Per agreement and conversation with we do nightly, in case there were any commits for Ubuntu 24.04 and OL 9

Jenkins job is ready. has to enable pg_tde build from server. When it is done we will get the nightly builds in PPG-17.0 experimental repo.
