Some of our customers want install Pillars packages without telemetry, but for now telemetry “hard” dependency for pillars packages. So customer have to install telemetry even if he will disable telemetry right after.

For RPM weak dependencies installed by default, but user can skip them:
For DEB we can go with meta package approach when meta includes telemetry packages, but if user wants to install only DB he have to install only this/all required packages manually, not meta
