Update postgresql.conf.sample file to load percona_pg_telemetry in shared_preload_libraries

Description

We can update ppg_builder.sh to update sample file after cloning the sources.

Tested as part of Q1-2025 release, where we are creating extension explicitly for percona_pg_telemetry and we won’t have to add it manually to conf file.
