IA : Duplicate Buttons for Saving rule based on Percona Templates

User Impact:

When user is creating a rule from Percona template he/she can use either save or save and exit buttons those buttons seems to have duplicate purpose for PMM Templates since Save and exit btn forwards user after save to -> /graph/alerting/alert-rule-templates
but Save btn forwards user to --> /graph/alerting/list (Grafana)

Steps to Reproduce:
#1 Create rule from percona template 
#2 fulfil the form  
#3 Click on Save and exit | Save

Actual Result:
Buttons behaves differently

Expected Result:
I think that we should have only 1 button for Save and that button should redirect user back to our Percona Templates aka /graph/alerting/alert-rule-templates
