[Tech Preview] Inventory - Basic Cluster View

Description

Add option to organize services by cluster. Toggle between regular view and cluster view will be made by a toggle. (See design) The state of the toggle should be persisted in local storage.

Services should be organized according to the following design - clusters.

Global search will be done as a separate story - . Other points from call still stand (pagination/deletion).

one small addition to "organized by cluster" - let's add a "(Technical preview)" text and a ""  to some documentation page to explain this .. or maybe even blog post )

Hi, I have a basic version ready, would like some feedback on some UX issues:

1. How should we handle service deletion? (Currently implemented same as with the services view - can select cross cluster, only visible items)

2. Should there be a global search/filter across all the clusters?

3. Should there still be pagination?
