Adjust build infra back to publish EL7 images under Percona

AC:

To revise pipelines and jobs to be able to publish EL7 images (same way as in 2.38) during 2.40 release.

  • continue with EL7 Docker and RPM official support and tests and publishing to Percona website

  • EL7 based AMI and OVF discontinued
