Update modal doesn't respect update settings

Steps to reproduce

1. Login to PMM

2. Click “X” on the update modal (don’t dismiss)

3. Navigate to Settings → Advanced Settings

4. Toggle “Check for updates” to off

5. Reload page

Expected

Update modal should not be visible.

Actual

Update modal is visible.

Proposed Solution

• When Check for updates” = off frontend and backend shouldn't check (backend response 4XX)
