MongoDB Instance Summary dashboard displays wrong replset state

The expression used to calculate the state of each member is wrong:

this doesn't take into account that the mongodb_mongod_replset_my_state metric is recorded via the low resolution (_lr) as well as high resolution jobs (_hr). Hence results in displaying the wrong value.

Either we make this metric be collected only by the high resolution job, or change the expression to something like
