Update percona/mysqld_exporter from upstream prometheus/mysqld_exporter

Update to v0.11.0 when it is released. Do not update to master branch directly because we want to use released versions to be able say "our exporter is based on upstream's v0.11.0 plus the following changes: …".

In 0.11 upstream switched to kingpin for parsing flags. We decided to not incorporate that change, and keep using cobra/pflag and old flags for PMM 1.x for compatibility.

We ended up with merging with master branch because 0.11 is still not released. See PMM-2038.

is this almost about https://github.com/percona/mysqld_exporter/pull/12  but  with this note about  "master" and 0.10.0 release ?
