Integrate Grafana metrics into Prometheus dashboard

according to #9187 there is now the ability to write Grafana metrics into Prometheus.  We should pull the interesting ones and plot them on our Prometheus dashboard.  Probably should rename it as well to "Troubleshooting Dashboard" or something else since itis no longer Prometheus only..
