CloudFormation/other support in PMM

Description

It would be nice if there would be a way to integrate PMM with CloudFormation, so any RDS instances created from CloudFormation can be automatically registered in PMM. With CF it can be done with CustomResources and Lambda function. 

It will be nice if this will be created as a SubStack than can be easily used with customers CFs with only minimal adjustment.  

Also, that would be nice to have the same thing for Terraform, which is also really popular in cloud world.
