Wizard page not showing for AMI or OVF images

Description

STR:

  1. Run AMI ami-0bb333a124b8973d3 from https://pmm.cd.percona.com/job/pmm-ami/ (latest build) with pmm2-ami-staging-start job

  2. Open PMM_URL
    Given result: "password-page/docker" is opened
    https://18.207.134.85

Expected result: "password-page/ami/instance-id" page is opened

I did some investigation and the latest worked build is https://pmm.cd.percona.com/job/pmm-ami/655/console

Correct behaviour can be checked with ami-02d60d83a34778267 (1.17.3 released AMI)

Unfortunately OVF and AMI doesn't work: /password-page/ is opened but it's empty

Prepared changes in RPM SPECS for pmm-server, ansible playbooks (AMI and OVF provisioning), updated Dockerfile.

It's happened because of two reasons: 
1. we don't rebuild password-page while building pmm-server docker image
2. Frontend developers built password-page in prod environment which is equal to docker.

Possible solutions:
1. Add rebuilding pmm-server to pmm-server docker image build process.
2. Rebuild password-page manually in ami environment

I run last AMI build https://34.239.177.247 it will be available until 24th May
