Integrated Alerting - Alert Rule CRUD

Actions user can do with Alert Rules 

• As a PMM admin user, I need to be able to see the list of Alert Rules so that list can be used to run actions or review the Alerts Rules.

• As a PMM admin user, I need to be able to add Alert Rule so it will be used for execution and alerting by specified channels when the Criteria are met. 

• As a PMM admin user, I need to be able to duplicate Alert Rule so it will be used for simplification of future editing

• As a PMM admin user, I need to be able to Enable Alert Rule so the system will start to evaluate the rule on the next run 

• As a PMM admin user, I need to be able to disable Alert Rule, so that will result in IA not evaluating this rule and not triggers an alert for it.

• As a PMM admin user, I need to be able to delete Alert Rule so it will be not executed and not presented in the system

• As a PMM admin user, I need to be able to Edit Alert Rule so it will be used for execution and alerting by specified channels when the Criteria are met. 

Alert rule can have blank Notification Channel value! (in case NC assigned to Alert Rule is deleted)
