Make IA API v1-ready

Description

+ We need to add text descriptions of API model

Our IA APIs should be stable in the first release with IA when IA feature is GA.

  • Do final API tweaks, update comments, etc.

  • Move IA APIs into the management package.

  • Move from v1beta1 to v1.

  • Merge into public Swagger spec.

  • Remove PERCONA_TEST_IA from pmm-managed, pmm-submodules' Jenkinsfile, and jenkins-pipelines.

It's not confirmed what PMM version we'll go  GA with IA.

 

Moving this to Post GA epic. will be organizing it later into several buckets

2.13 will be a tech preview of IA functionality. Stable API will be required for 2.14.
