Set alertname to rule summary

Description

We set Rule ID to both alert field in rule file (that will be alertname in Alertmanager}}) and rule_id label.
We probably set alert / alertname to Rule name (summary), not ID.
But we should test that summary can be non-unique, and that does not causes problems for VMAlert and/or Alertmanager.
