Backup: Simple restore - [PostgreSQL]

Description

User story:

  • As a PMM User I need to be able to restore already taken Backup Artifact from Artifact lists so that I can use data on stored Service

UI/UX:

Acceptance criteria

  • User able to restore a backup taken only from the current Service

Out of scope:

  • Installing backup tool*.* We assume it's installed compatible with running PostgreSQL version and executable

  • no remote Services, Local PostgreSQL  only support

as we agreed with  on changes to Q2 goals, moving out this feature from 2.19. Moving it to 2.20 so we don't forget about it
