[FE] Management of available versions of components

User story:

• As DBaaS Admin I need to be able to manage the list of certified components from the operator so that I can limit the number of components and their versions for creating cluster process

List of components and versions user can use with ability to disable some versions

Acceptance criteria

• PMM Admin user (DBaaS admin) is able to see the full list of components and versions available for the operator to offer the user. Ex. : 8.0.20 and 8.0.19

• PMM Admin user is able to disable some specific components from the certified list (Ex. disable 8.0.19 usage )

• Based on dependency Graph user is able to see what will be available for the user  to select 

• It's ok to have only one value in select elements for versions based on dependencies

• PCX 57. instances are  not  available in the list completely 

• MongoDB  < 4.2  is  not available completely
