User story:
As DBaaS Admin I need to be able to manage the list of certified components from the operator so that I can limit the number of components and their versions for creating cluster process

How to test:
1. Try to create pxc cluster, versions list should contain only 8.x.x verison of pxc.
2. Try to create mongodb cluster, versions list should contain versions >= 4.2.
