[Hackathon] Azure exporter switch to the recording rules

User story:

rework https://jira.percona.com/browse/PMM-7678 to use https://prometheus.io/docs/prometheus/latest/configuration/recording_rules/ instead of exporter code changes.

That would eliminate any changes from upstream.

UI/UX:

Acceptance criteria:

 same metrics reported correctly.
