Upgrade impossible if tagged dashboards exist

Description

If there are custom dashboards, tagged with tags that are different from the tags used for default PMM dashboards the import-dashboard.py fails with the following error:

 

 

Steps to reproduce:

01) Install PMM 2.20

02) Create an empty dashboard with random tags, that are not used anywhere else

03) Upgrade PMM to 2.21

this is is with 2.21.0 image.

 

Or wait for 2.22.0 which has this fix and to be released next week, or use internal 2.22.0 release.
