Ability to Silence all Alerts at once

The Problem: 

as we, for now, don't have Mass actions or filtering, or maintenance intervals, but in some cases, the user needs "Clean everything" and this is done by the Silence button. 

We can introduce something like "Silence all" button with confirmation to execute Silence action against all fired alerts
